"I don't talk to females in public/on the street" = I have no game/social skills. You can definitely approach women without giving that "I'm a sex crazed man" vibe.
If I see a lady I would like to get to know, I'm stepping to her in any location. I'm very respectful with and just have a normal convo with her; nothing like that thirsty "ayo lemme get at you,sexy". If she says or gives me the vibe she's not interested then I go on about my business, so the street harassment laws wouldn't really phase me personally at all.
