My answer is when she feels comfortable**. It's her choice, and that can change depending on the guy and what she wants. I would hope someone would choose wisely and reason depending on what they are looking for but in the end its up to her. She will have to deal with the consequences. I usually do the wait, but it's because I think of most situations/relationships as "temporary". I remember with my first boyfriend, we went on two dates, he tried to kiss me on the 1st date and I moved my head. He laughed and liked it (I felt bad). He tried it the second date, I moved my head again (but on the second date I straddled his lap - with our clothes on while we watched tv at my home, so I was slowing progressing into being more comfortable. 3rd date we kissed and etc. He told me that he liked that I didn't let him kiss me from jump. I've never "waited" for longer than 2 weeks except once which I wouldn't really consider a "waiting period".
