She disrespected you son. As a man, I mean you gotta knock her ass out. I mean, thats what I would do.
This. To her you are now the awkward, thirsty guy from the library.
Going forward, you should start off conversations with something disarming that will put them at ease with talking to some random guy. For instance: the next time you approach a girl in the library, start off by asking her what she's studying and pretend it's something you're interested in taking a class on or whatever. THEN you transition into flirting. Just being like "what's your name, you're cute
" is too blunt for most girls

you got rejected but didn't take a true L ...you built up the cajones to approach her and never have to go through life wondering "what if" which is worse than being rejected 
however, to bounce back this is what you do...
-you said you have to whisper? make sure your breath is fresh .....keep gum or mints on you and since you have to be in close range to whisper make sure your lips aren't chapped and go to the bathroom before hand to ensure no buggers, nose hairs, etc that can detract from your presentation
-now make sure she isn't fully invested in a book or looks really occupied ...don't want to come off as a nuisance...the exchange should go something like this..
you: excuse me ...umm it's natalie right? (don't want to come off like you remember her name and been doodling it in your trapperkeeper with hearts and arrows)....
her: uuh yea
Introduce yourself again....thenn....
you: well don't mean to interrupt but i noticed you here last time (dont say u see her a lot cause it sounds stalkerish) .......you come off as really intelligent and this is kind of embarrassing but and ive just started to make it a habit to read more but i really don't know where to start? maybe recommend a book kinda like reading rainbow back in the day *smile* (the fact that you said it's embarrassing and made a joke shows you dont take yourself too serious and your fun) ....think you could recommend a good book....no 50 shades of grey steez (ya'll both laugh) but something to make me think...
take the convo you want from here....this helps her talk about her and what books she likes cause women love talking about themselves and give advice...
anyway once you are done with your exchange at the end make her laugh and leave a lasting impression like...

Ehhhhh don't feel bad years ago when I was in college, there was this cute girl in one of my classes so I decided to talk to her as we were walking out of class, we spoke for a few minutes as we walked to the parking lot made her laugh a few times, thought I did good....she never showed up for class again

The library is like the worst place, 'cause it's an unstable environment. Not only do you have to whisper, but if there are people around they can hear you trying to spit your game. LOL.
My only advice is just get that one conversation opener to get her comfortable. Ask about her classes, what year she is, blah blah blah ... then after that, make up an excuse to leave, don't linger, and get her number.

Always keep it casual on the first talk and stay assertive. Make eye contacts and look serious, charming, convincing. If she looks at you in the eyes while talking to you, crack a little smile and don't act like you were anticipating her. Be confident and break her wall

I wouldn't go after her number that quick. I would tell her I d be here tomorrow and ask how often she comes here. Too many guys ask for numbers these days. Be different and stand out

i would bet all my coli cash on this girl not wanting anything to do with you. i can tell you come off as creepy right off the bat cause you are telling internet strangers her library schedule which you have memorized. you basically admited you watch this broad, she has probably noticed, now with that in addition to your creepster interaction with her she basically thinks youre a stalker.
