No. More than likely hes a Civil Servant. The military hires civilians all the time (which is something @Ezekiel 25:17 should also look into). My mother is a civil servant for the Army.
The benefit of Civil Servants is that they dont PCS, and dont have to worry about PT tests or other administrative shyt. And they can work well after age of service.
My MEPS doc was a Sikh who asked me to guess what his religion/ethnicity was, as I imagined he was amused/resented the fact that most Americans think Sikhs are Muslims. I guessed correctly and he was surprised
but it speaks volumes on the ignorant trash he dealt with on a daily basis 
That’s the perfect person to tell you not to smoke because they might be suffering from it and letting you know not to follow down the same path.

Is it something worth pursuing? Yeah yeah it's very difficult. But knowing that 30+ women have successfully gone through ranger training is somewhat motivating. If they can do why can't I? Also read about a guy in his late 30s who became a navy seal.
So sex and age aren't barriers. But for a black man such as myself who can't swim shyt will still be super hard.

So I'll heed your advice. Ultimately what should I do? I never planned on going open and I never plan on taking any job.

Not @Deuterion but reread the posts ITT mane. Most of them CE jobs are not what folks consider "good" but that doesn't mean you won't like them. Your goal of getting experience seems like it's at odds with your goal of finishing school.
Going open only sucks if you don't go open Admin or General IMO. Most M and E jobs will have you working fukked up times and in harsh conditions for the same amount of money as the folks inside that barely work.
Open admin jobs are pretty cake if you end up in the MPF; you have to deal with angry customers but barely be at work and don't normally work nights or weekends. CSS jobs aren't as chill.
As for Open General, depending on what tech school classes are projected to be open at the time you pick jobs, you might get something great or you might get something shytty. A lot of jobs rarely or never make it to the recruiters because they get snatched up at BMT (like contracting, certain intel shreds, etc.).

Do it breh! Don’t listen to the folks talking about starting from the bottom at 30, AF is the army they ain’t gonna pull rank and humiliate you. I remember being around AF personnel and they were chill asf, as I was talking to E9 and shyt.
I was a 3E9 disaster preparedness I’m thinking it may have changed number but we responded to emergency situations, thought chemical biological survival classes attended nuclear detection training and managed inventory of protective suits and devices.
had a pager and an rv that we would use as the on scene command post. it could be what you are looking for you get some excitement and also get to do logistics, training, operations, management, emergency response.
