I don't know what gives you that indication. At this point in the last generation things were already better than they are now.
The biggest titles are dropping next year and they're namely the "big ones" that people have been looking forward to.
If you count 2 years after Xbox 360 launched that would've been November 2007(it launched in 05.)
I'd say that year was when big titles dropped. So far it's been like that here but people dismissing them for some odd reasons.

Gears dropped a year before that.
Now comparing with 2 years past launch this gen:

The only big titles that really missed it's launch this year because of delays are Uncharted 4, Ratchet and Clank and Quantam Break(FF XV?)
I'd say they're about even

I guess the sentiment about lacking this gen comes from these big titles not being
new compared to 2007.
Besides Bloodborne, Until Dawn and The Order every big title is a sequel of an older franchise(which I don't think is a good reason to disqualify them imo.)
