Brett had a low completion percentage for the 90s.
The parcell mantra of atleast 60% was popularized since the late 80s and common as the floor in the 90s.

Montana, Marino, Elway, Young, Aikman, Kelly, Boomer, all had Completion percentages throughout the 90s being greater than 60%.
Stop trying to make up stuff to try to rewrite history that Payton had a great rookie year, he didn't. He showed promise but it wasn't instant success and everyone knew for sure he was perfect.

Yeah, it's way too early to say he's a bust and won't become good, but I will say it is and has been concerning from the start that you don't see any flashes of special talent from a 1st overall pick

Not particularly fast, elusive, or strong enough to break arm tackles

It's clearly not a perfect situation, and it's not a death sentence, but there are definitely reasons to be concerned
