Houston takes one of those years if they met. They we're one of the few teams that matched up well with Jordan's bulls.
On a related note thegambling suspension 1st retirement was one of the greatest mishaps to happen for Mj, the Nba, and and professional sports in general. He left on top, let his body recover while staying in decent shape for baseball, came back and knocked off some rust, then continued to dominate, break records, and ultimately generate billions of dollars.

The Rockets could have potentially beaten them, Bulls legitimately were scared to face off against them because they didn't have an answer for Hakeem. I could see it be 1-1 had both reached the finals those 2 years.
But you got to remember, the 96-98 teams would have been different, certainly more tired. That 98 team was battling injuries throughout the season, they beat the Pacers in 7 iirc, they might have gassed out in one or two of those three years because of fatigue.
Was Rodman even a possibility had Jordan stuck around? I haven't checked but I know they signed him to replace Grant, would Grant had stayed had Jordan still been on the roster? Some questions to ponder about since I doubt the 96-98 squads would have been as dominant had he been starting instead of Rodman.

I think they would have won in 1994. The Knicks would have been outclassed by Chicago yet again...a team that took the Rockets to 7 games. Hell if it wasn't for Hakeem blocking that John Starks 3 pointer, they might have lost in 6. John Starks was going OFF in that game.
Orlando would have got them in 1995 though, remember it was that L that drove Jordan crazy and then they got Rodman.

But according to that book "Jordan Rules" (good book btw) he was fukken tired of basketball, he hated management, he hated them nikkas on the team,hated the coach etc. He was just tired as fukk. Nikkas acting like winning championships back to back to back is easy as fukk.
MJ got the physical gifts to do it, but he wasn't there mentally to do it imo.

MJ stated that after the 1st 3 peat (same with the second three peat) he was extremely physically and mentally drained. He also had chronic injuries such as his wrist and ankle.
Horace and Pip also had chronic injuries such as bad ankles.
So no I don't think they win 8 straight because they were very fatigued. Folks fail to realize that most championship teams don't repeat or three peat or four peat because of injuries, age and or fatigue.
That is not even taking into account that Hakeem gave the bulls fits all throughout his career. He was the only center that could split the bulls double teams (that were usually Horace or Rodman or Pip doubling down).
