This doesn't help HBCUs. It actively harms them. This executive order removed Biden's HBCU initiative, which was actually tied to billions in direct investment, and replaces it with something far weaker, that offers zero in new funding, and will make them worse off. It just uses a bunch of flowery language to cover up for the fact that it gives HBCUs nothing concrete to work with. That lack of funding is supposed to be met by states via 1890 land-grant funding obligations, but there's no mechanism of enforcement, so you know how that's going to go down in Red states.
It also avoids mentioning how civil rights protections are directly tied to the success of HBCUs. And by eliminating "disparate impact" standards, it makes it harder to challenge policies that hurt Black students, even if they appear neutral on the surface. And by targeting "DEI" efforts in accreditation, it weakens the standards that help ensure that HBCUs and their students are treated fairly in higher education.
All this does is strip away rights, resources and protections, and you're in here celebrating it. Disgusting.
