For those wanting to know what the bill says:
The bill states that if a 14-17 year old has consensual 'gay' relations with someone up 10 years older than them then the offender wouldn't be required to be put on sex offenders list. Right now gay offenders are automatically placed on sex offenders list whereas if its a heterosexual offender its to the discretion of the judge. The bill would now allow the judge discretion in these cases if the offender is gay or straight.

So as it is now, a 24 year old man who has "consensual" sex with a 14 year old girl is not automatically added to the sex offender list

That "10 year rule" has been around for decades. It only applied to vaginal sex though. And nothing is "legal" and never has been, there is simply some degree of judicial discretion when ot comes to sex offender registration.
