The streets absolutely hold more weight but he has a combination of the streets and professional security and law enforcement so he's effectively good where ever he goes. If he's paying nikkas in the streets for safety and it's always the same nikkas, and there are other street orgs that are opps of the nikkas he rolls with it's because those nikkas are also protecting Drake from OTHER street nikkas.

nikkas wanna go through hoops to not attribute a figure in this role as a Capo when that's effectively what he is, he's paying the street equivalent of a security force to ensure he's good in the streets.
