I don't think it's as cut or dry as you're making it. I am a person that thinks Gore will get in because of his counting stats but you're talking about a guy who:
- never led the league in rushing yards
- never led the league in TDs
- was never voted an All-Pro
So you've got a guy who has never been top 2 at his position at any time in his career, never led the league in rushing yards, only has a handful of Pro Bowl attempts... this is for the Hall of Fame not the Hall of Very Good for a Very Long Time

Not peaks.. thats why it was controversial when Terrel Davis got in because it was based on his peak and thats usually the opposite of how they vote
