Freddie Gibbs - "You Only LIve 2wice" has no skippable tracks, but Shadow of a Doubt is better.
If an album has 8-10 songs on it, and none are skippable, does that make it better than album that is 14 for 16, with more songs that resonate years later?
All the classic hip hop double albums had filler tracks, but that doesn't mean they aren't legendary albums.

This is probably easier to gauge in non-rap genres because there's often more experimentation and shifts in sound that a person might gravitate to. For instance, Purple Rain is a perfect album but it's not most Prince fan's favorite Prince album. IMO, Sign O The Times is his best album...but it has a track on there that I often skip (Play In The Sunshine). It's not a trash song or anything but still.
Rap wise...first rapper that comes to mind is DOOM. A lot of people would say Madvillainy is perfect (I'd agree) and is his best album. However my favorite DOOM album is Vaudeville Villain, which definitely has a skippable track (Open Mic Nite Pt.1). I just like how dark and different the album.

I do this but change it up to 10 as illmatic is referred to the greatest.I was gonna try an experiment if I ever got the time. I was gonna cut a bunch or artists albums down into 5 song EPs just for fun:
HKL:
1) Intro
2) HKL
3) A Week Ago

5) Reservoir Dogs
RD:
1) Politics As Usual
2) Feelin' It

My RD ep would still be better than the HKL ep, but the gap would be closed considerably
