I don't think there's a definitive definition for "franchise" QB... I think Flacco is middle of the road in terms of starting NFL QB's, somewhere in the 12-15 range just off the top of my head... but that's good enough to win you a Super Bowl if you have a solid run game and above average defense

I'll put it like this, they can't draft a QB with the potential to be better and they can't pay a better QB without breaking the bank. Flacco is a hell of an arm, but his accuracy and decision making are questionable, but I can assure you he is the best QB the Ravens have had in franchise history and he still has upside.
Honestly playcalling in Baltimore is awful.
