LOL yes they were. Just because a group might have sold more records at their peak in no way makes another group more popular. That's like saying Nelly is more popular than Jay-Z because he had a higher peak. Wu over the last 20 years has been the universally most popular group in rap. The name Wu-Tang is bigger than any other rap group act. They haven't even put out mainstream relevant music for years and years but if there was a Wu reunion concert right now, they could sell out any arena in the world. There's no other group of that era or any other that can do that.
You're proving my point about IM vs. SC. IM came out when Wu Tang was hot, and already dropped multiple classic solo albums. SC came at a time when Wu was on a down slope and managed to bring them back from the dead damn near. To me, that's a way bigger deal than having a popular album at the group's height. For example, The Carter 1 is bigger than The Block is Hot. The Block is Hot sold more records because it was during the Hot Boyz peak, but The Carter is the record that revived Cash Money records after it took a major fall from all the people leaving and stuff.

I knew you was gonna bring up Bone Thugs, perfect example of someone more popular at their peak but not overall. Bone Thugs got extremely popular for a 3 year period then faded out. Wu Tang has been consistently popular for 20 years, they didn't quite have the peak of Bone but far exceeded them in longevity. Same for NWA and Run DMC. Their longevity is what puts them over those groups. I, personally, think NWA is the best group ever. But they don't have anywhere near the longevity of the Wu.
Big Tymers were on the way down when The Carter 1 came out. It had been a good 2 years where Cash Money had nothing. Their last big hit before the Carter was Still Fly and that came out a few years prior. And nobody associated Juvenile with Cash Money anymore at that point. He was contractual obligated but that'd be like counting Snoop Dogg's No Limit albums and say Death Row was still poppin because they still made money off of it.
