In order to move faster than light, you have to be lighter than the light particles that you are moving faster than, which he is when he runs
When a Speedster runs, they tap into the speed force and generate a speed force energy field around them. If they can breathe in the speed force dimension(they can) then they can breathe when they are generating that speed force energy field around them, in any setting
