Is there any other movie scene with more power more virility then this five minutes scene from The Godfather?

He starts mentioning what they going to do the black people at about 2 55.

Keep in mind these are men who just got finished going to war with each other. They even have killed each other's first born Sons. Yet they take time to come together and discuss what they have in store for black people.

LOL no, they didn't "come together" with that aim...what you should've got from this is that the reason they were able to come to any agreement -
after "going to war" and "killing each others' sons" - was to agree that Black folk would be the Collateral Damage instead of their own people.

But to answer your question:

In my opinion, the scene at the end of The Godfather Part II where Sonny starts talking about the results of this is more important than this one.

it's not about defending but the purpose of how it's all set up thru the movie

Godfather is just the Disneyland equivalent of they want the mob to be portrayed as

Whereas Sopranos and Goodfellas are both closer to who the mob actually was. Sociopathic, borderline psychotic, hypocrites who lacked any strong cultural identity

Are you defending racism towards black people in these films with this comment or making an off topic point?
