Jackson is 80% black. We already run the local government. Skilled tradesmen and STEM degree holders are likely to have marketable skills and higher incomes, and thus a greater ability to build wealth. Jackson only has a population of 160K, and that number is almost certainly shrinking by the day. Coli brehs could take over and make it the new Atlanta.Sorry. If that's the case they need to change who's running the local government. Still, skilled tradesmen won't be the solution. It needs to be investments that will bring businesses which in turn create jobs. I'm just taking a guess but I wonder if Jackson is a poor area where the local government isn't receiving enough tax dollars so they neglected the instructure. We saw this happen in Flint too. If you read books check out "How to Kill a City". It's about gentrification but it talks about how investments and urban planning changes areas. This is not the same situation. Mississippi as a whole(governor and legislature) is with holding funds from Jackson to fix the issue.
