American actors aren't considered hence no Chadwick Boseman, I forgot who in Bond production set the rule, it may have been Ian Fleming, or it could be the movie producers. Elba, Eijofor, Oyewolo are African ancestry british nationals, aka only brehs in the running.

I say this because for one,you do understand the Bond girl will still more than likely be white,latino or at best another mulatto.
And for two,how can a black man be a spy and go unnoticed in environments where he will be surrounded by white supremacist?
No more blending in and going unnoticed by security,they will be watching him so closely and assuming he doesn't belong in rooms full of rich white people that his cover will be blown in the first 30 minutes

If you're a good agent, you should be able to infiltrate anywhere, regardless of ethnicity.

This. I think Elba would be perfect. But by now, producing a new Bond movie takes them three to four years. The next Bond is scheduled for 2019, so Idris Elba would be in his fifties when he could take over as James Bond. That's the age at which his predecessors retired from the role. And if you consider that a successful Bond actor has a run of at least four movies , it doesn't really make sense for the producers to cast him, because he would be a senior citizen by the end of his run.
On the other hand, if you look at Moore, Dalton and Brosnan, the producers of the series have a pattern of casting actors who were in discussion way before they ultimately got the role.

A Mexican with a leaf blower can access the most maximum security places in the world and no one will blink twice. White supremacist are very arrogant, if they see a black man doing a job they deem "Suitable for a black man" then they won't pay him no mind.
