It would take quite a social shift for that to become acceptable. Japen is pretty conservative in terms of acknowledged behavior. The strip clubs (highly visible) are full of foreign women not Japanese for a reason. The high-class hidden stuff, is far from being almost exclusively foreign. One is highly visible and your presence and actions incontestable. The other is discrete and allows for national and individual self-delusion about moral codes. One means that your "hoe-ness" might seep into your private life bringing shame on you and your family and the other one is hidden.

Japanese women do not have the latitude to break social norms like that and get away with it. What people think of you has a greater effect on your opportunities and your own feelings of self-worth than in the West.
