As others have said, he's JR's brother. JR signs for the discount and his brother gets a camp invite with a guaranteed contract. All he has to do is come up with an injury before the season starts. He keeps the money, (JR doesn't have to feed him) he doesn't take up a roster spot, and he still gets to travel with the team, use the facilities etc...
Win-Win.
