The times when I have done this, I try to give the person a better deal than 2-1, and leave some money on their card.

Something like 75 cents to the dollar.

If they have foodstamps they are already less fortunate than me, and if they are willing to sell their food, they must be desperate. I'd rather attempt to help them out, than take advantage of their situation. And I still get a 25% discount that I was not expecting when i walked in the store. Everybody wins.

OP probly left that poor lady and her kids starving for the next couple weeks
