It's actually running extra clock. After a made shot the clock is still running. The 24 second clock doesn't start until someone touches the inbounds pass. By rolling the ball in it keeps the clock running. So say it rolls for six seconds before it's picked up. Now that's six seconds + the 24 seconds that can be ran on the possession which let's them take off actual 30 seconds of game time.

That's also why you see more teams keeping a player in the backcourt now for inbounds just to make sure the other team can't run extra clock like that.
