Open up your phone or computer to the internet. Find out any city subsidized events going on. Anything that seems interesting enough, offer to take her to the event (It is subsidized, so it will be no to very low cost). If the date goes well at the event, then offer to extend it and take her to a place that has good food for a reasonable price. If she is feeling you, she will be willing to go.

So essentially, already have a plan in place before you ask a woman out on a first date. Never leave it up to her to choose where you two are going for that first date. It is all about getting to know each other, not about making grand expenditures on a person you don't even know yet.
