The blacks that kill black, the whites that kill whites, are known and treated as criminals.
Law enforcement, the state kills blacks and whites, and not only are they angered when called to be held to the same law as the rest of us, the notion that they aren't heroes and that they shouldn't kill people without any justification other than how they feel is looked upon negatively. Because of them being actors of the state, and engrainment in the state and the justice system, this presents a far dangerous problem than common criminality because they are effectively a private army of killers for the state, protected by the state, everyone is at risk and there is no recourse.
So the claim that they are far lesser threat is a joke logically.
We can also get into the fact that violent criminals and victims that are black in a given year make up less than 5% of the black population that given year. So the claim is off as well.

Breh, if you say that among nothing but blacks, you are liable to be called c00n but you are right, it's not going to stop black folks from killing each other. I also agree to a certain extent that a lot of things about race should be discussed only among that race, but Malcolm X approach once he broke from NOI and returned from his Pilgrimage. Black men get in OUR community and show that we have to help ourselves and white people who feel the same way we do about racism combat it in their community; by working separately, we work together to achieve a common goal.
