I agree with @Paradise50. It doesn't make sense because 90% and 85%, as taken in the quote, is just a percentage without taking into account proportions. All it's saying is that 90% of the black people who are killed are killed by other blacks. What proportion does that represent? We are around 13% of the population, but for example if 5,000 black are killed in total by all races, then 4,500 of those would have been killed by other blacks. Now since whites are roughly 70% of the population and if 25,000 of them were killed by all races, then 21,250 of them would have been killed by other whites. Using the approximate population sizes (42.4 million for blacks and 226.8 million for whites out of 324 million total) you would have 0.009% of whites being killed by other whites and 0.0106% of blacks being killed by other black. Though it is slightly higher, it's not statistically significant by any measure.
The 5,000 and 25,000 numbers are just numbers I used for an example it may be more than that for both groups or less.

There is a 5% difference between white murders and black murders and you don't think that is one reason why the rate of black murder is higher than whites.
