After the shooter releases the ball: Contact with the shooter’s hand (a “high five”) during the shooter’s followthru is legal, provided that the contact is incidental and not, for example, hostile or overly physical.

The written rule is intentionally ambiguous to allow refs to do what they want. Throughout a game, there will be several plays that are ruled shooting fouls and several that are ruled incidental high fives and there will be no discernable difference between them.
