People give Rock a ton of credit, but don't even realize that fyou can't even call him the top dog, but the top draw, if his era. Trips had Rock chasing nearly the entire time, and Rock STILL made a seismic impact. Now you have all of these invulnerable robots, who never change up and never feel really threatened, and they're painted as underdog faces.

It just looks like Vince is really doing too much, and really doesn't know what makes a draw. Stone Cold was OP, at times outside the ring, but not in the match. He could lose. Hogan was just at wrestling's infancy as a complete mainstream lightning bolt, so he could be cartoonist for awhile.
