Hip-Hop was an underground phenomenon mostly until Hammer and Vanilla Ice busted it out around '90-'91. By that time a lot of the original old school artists were past their prime selling years, like Kane, Latifah, Lyte, etc. . .and gangsta rap was taking over.
What really happened was Soundscan only started tracking sales in '91, which also means that a lot of old school rap albums and albums period aren't accurately counted because they came out before that.
So, basically the people who came around post-Hammer/Vanilla Ice and pre internet are basically the ones who benefited the most from the way we count record sales.
Also, MTV, was at it's peak influence in selling Hip-Hop.
AND , the economy was at it's all-time best in the '90s, so teens had more money to spend on records
AND the internet hadn't taken over yet.

So, basically the rappers from about '91-2005 or so had the whole system working in their favor, which is why the overwhelming majority of these plats are gonna be from that era.
How did Everlast go platinum?
He made a rock record that was basically EVERYWHERE (if you're into rock) back in 1999, but is counted as a rapper because he was in House of Pain
So whoever has the most platinum plaques constitutes being the GOAT?

It's not automatic obviously, but putting opinion aside, how can you not say there's something to an artist that can get at least a million people to buy an album 10+ times? At some point you have to admit that it's not a fluke, and it's not some weird Vanilla/Hammer thing, it has to be talent.
Or somebody just hopped on whatever fads were poppin' and had enough corporate influence to make sure they sold.
