I can't help but think that he wasn't taken by them sooner directly because of what Prime said about where Shedeur would and wouldn't go.
REALISTICALLY I think they know he can play, but by doing it this way they can make him "earn" the starting job, which I'm sure he will do. There isn't a QB on the roster better than him. The money savings on his draft position can't be overlooked either. They are getting him for pennies on the dollar as related to the amount of talent he has.
If Stefanski actually wants him, he could be their guy. And I actually think Stefanski can help Shedeurs development.
