He was told that she couldn't issue him a new cheque until she could account for the one already issued.

He followed up with claims that he ripped the original cheque up. That in itself is odd but not an issue. It would just mean he'd have to wait on their investigation.

The situation wasn't resolved so the husband got involved and decided to issue a 2nd cheque. He then killed him.

In this situation, it isn't even the inability to resolve conflicts.

He just wanted an excuse to kill the brother who gave him a second chance. He was probably livid when the brother decided to issue him a second chance because deep down that wasn't what it was about.

It's why it is so important to identify what the other person wants. Sometimes your only option is to take the other guy out.

Mental institutions are horrible places, but we may need them again. I don't know how we can make them more humane, but some of these people should not be interacting with the general public and need a place to go.

It has everything to do with government budget cuts over a decade ago. It's going to be like this for a while.
