It didn't sound like a joke to me if you read it right. He's saying 'there's something in the water' which in this case has a double meaning. "There's something in the water is a saying for something being odd and off and in this case its why are the Loins all time greats retiring so earl. And of course we know the water is poisoned in Flint.
