They are one of the poorest states. One of the least educated as well, but this is akin to Puritan laws. In some states it's illegal to kiss in public. Is it actually enforced?

It's one state in the south, much like New York is one state in the north. Mississippi is different than Florida. Florida is different than Virginia. Virginia is different than Texas.

New York is different than Vermont. Vermont is different than Rhode Island. Rhode Island is different than New Hampshire and so forth.
