related to the topic but according to stats I have read something like 20% of the American population is functionally illiterate to a noticeable degree.

Let me sum up my issue in one sentence.
all you want, no way in hell a 9th grader should feel ok knowing the highest level of literature they can stammer through is "the cat in the hat". I'm not asking all these kids to go be 4.0, AP class, 2000 SAT students, but academic complacency at 7th grade and up is a mark of a lazy kid - it's just as big a strike against the kid as it is against the parents who aren't involved in their kids' learning and the teachers who pass them.
