My thing is how could they verify the car and shooter setup if two guys from the car were dead and the other refused to cooperate.

Great question. Informants in Compton were telling police who did it because they came home and bragged about it. The film plays the tape of one SSCC informant who stated Orlando Anderson and Deandrae Smith were in a vehicle matching the shooter's car in Compton the next day, and that they bragged about doing it. That same informant then named the exact same four people who were in the Cadi as Keffe would name years later - there's no way Keffe would have known about that CI's statement. Detectives were also able to confirm that all four of the guys alleged to have been in the Cadi were in Vegas the night Tupac was killed.
It's also important to remember again that with the proffer agreement, if Keffe gets caught lying, then the deal is off and he goes to prison for a long time. So if investigators were able to prove that any of those other three individuals weren't in the car, then he's done. If he's copping to all of this, lying about who was in the car seems like a pretty weak thing to risk his freedom over.

Corroborating evidence from years before Keefe's confession. There was a Confidential witness from Suge's camp that was with Suge in the aftermath of the shooting. He told them that Suge said it was "those Southside crips". They had this statement years prior to Keefe's confession.
Also the two people who won't cooperate are lying and saying they weren't even in Vegas and there's witnesses saying they were there. Keefe's ability to identify the two bytches vehicle that was on the scene is also a minor detail that no one else could have done had they not been there. Plus there's alot of motive especially with Orlando Anderson. At the end of the day who else in Vegas wanted Pac dead? All those other conspiracies about Suge and/or the govt. is just nonsense
There's also alot of conspiracies involving how Clinton was elected President as well.
