Yes. He is some kind of Block representative/Neighbor Watch person. That’s why he went to investigate on everyone else’s behalf and called the police himself. I believe he even mentioned some political aspirations, like he was running for something.

This is corroborated by the fact that he knew the ordinances they violated off top, and knew the proper procedures they should’ve taken...but noooo, nobody who talked to him initially wanted to talk about any of that - they was on some:

- “calm down, we just want to have some fun outside - even though everybody’s supposed to be inside”
- “you just need to relax, you can come party”
