This line is dope for a couple reasons... In New York the street is pronounced the way Nas pronounced it ("howsten") but it's spelled just like the city in TX. What makes the line really dope is that SoHo (South of Houston) is one of the fashion/culture/high-life meccas in New York along w/ LES, the whole intro of the track being about Nas being a trendsetter who doesn't follow trends (particularly w/ hip hop fashion) ties into what he's saying here. The way I hear the line, he's saying he's seen as a real boss even amongst NYC's upper-echelon, in spite of the fact that he doesn't flaunt the way most rappers flaunt and carries himself like he never left the hood.

With Jay it's obnoxious, and high handed - like how he's better than you. With Nas it's just more organic, and as if you're being spoken to, not down on.
