From what I have just read. Jay has teamed up Roc/Livenation with other partners to make a bid for the casino rights.
While Nas has already got his project with his team up and ready to go. He and his team never made a proposal they went into partnerships.
Genting Group are his partners they own 'Resorts World Las Vegas'.

I think the difference is that Resorts World’s casino is just slot machines and they are trying to expand into a full on traditional casino whereas Jay and his partners are looking to build a brand new casino from the ground up.
Either way from what i’ve read its looking like Nas & his partners are have a leg up as of now.
