No, you're sing too much common sense man. Expecting the refs to actually be competent and capable of doing their job at a high level is simply asking too much. The onus must be put on the players because the job of a ref is too "hard".

It's a stupid rule, the league is just copping out making the players the scapegoat for their own inefficiency. Let's see how many times they go back and penalize guys who flop while legitimately being fouled. This rule is waaay too subjective.
