I think I can speak for @Brown_Pride and @Abogado but we never had anybody on ignore even WOATs. Sometimes, we may have personally had a poster on ignore but it was mostly a day or two and always one mod out of the 3 so the other 2 could see his posting. I mean at times you need some peace

I'll add a plus 100 to this post.

If I'm to be selected, I will run on this particular platform. Open debate, open discussions, no tolerance for spamming, personal insults, etc.

This won't work.
HL posters want leeway and don't tolerate too much moderating above all on those type of "details". Just let it be bar talk because that's how HL is. I'd like HL to be more academic, more serious but it's the other way. Brehs will keep posting smileys, keep calling others names and posting according to their agenda even if it's disingenuous so let it be that way and simply control the quality of threads because you won't be able to do so with posts.
