i thought landlords can raise rent yearly.. after leases are up? at least that's what it's like in cali

California just instituted rent control laws. NYC has had decades old protections at designated buildings. usually the owner gets a tax abatement for participating in the program or some other incentive. its not some blanket law. its something an owner signed up for at some point
