Regardless, ultimately the lesson from the OP is that we need to fix the Temp Job industry
Americas job industry needs to be fixed at all levels, but Fixing it would essentially go against Americas beloved capitalism.

This is also why a majority of the doctors you come across are Indian or Chinese. They get degrees for cheap in their country, come over here and get granted business loans over natural US citizens because they're from another country.

In the OP, though, there's no caping going on at all. The dude trying to get the Blacks more work and unite forces sounded latino. It was the representative from the district and the Temp Agencies that opposed it.
