Is this not how NYC used to be in the 70s and 80s during the heroine and crack eras? Minus the access to high powered fire arms. I was watching the Curtis sliwa interview where he was talking about NYC in the 70s, and the gang members begin zoooted out of their minds. Killing restaurant managers during robberies. No self control. Parts of the south, are basically similar.
