What did the presidents before him and after he do to stop it while in office?
A bit of both, most Presidents are able and willing to reflect on what they would have done differently. Not sure if he’s published anything yet on it but there were articles.
Although Bush expanded the reach of the Executive office, I think a lot of people overestimate what the President’s office can actually do/get done in eight years. Especially when they’re bookended by opposing party Administrations and legislature.
Our country (nationally) is suing states for something that is federally acceptable or illegal. (Abortion, weed)

He could've cracked down harder on Wall Street and closed some of those banks instead of bailing them out and giving them more money to make more profit while folks were losing their homes.
Dude didn't close Guantanamo. Didn't end the Bush War's. He expanded them.
Took the Public Option off the table and passed a watered down ACA. Republicans still called it a government take over of health care.
Don't even have to mention policies for Black folks or things like Flint.
He was a shytty party leader and Dems lost seats in record numbers under his weak leadership.
