NYC might be the example. Nixon got in the race and Cuomo wound up rushing out policies to head off Nixon running on certain issues (money for the MTA, marijuana legislation, etc). Then you got people like Julia Salazar hitting the State Senate replacing Dems that weren't pulling their weight. That combo has already seen some nice legislation passed, though we've still got a long way to go...the shift is there though. Nixon didn't need to win.
