Bittrex. I bought most of my STEEM from Poloniex but I dont trust that site anymore. If you use them either buy or sell but quickly transfer your funds to your own wallet outside of the exchange.

Ways around it right now, but most don't do that.

Right now I'm just going to hold. I'mm going to make another transfer to Gemini and then Bittrex to have some fiat on hand, but I'm just going to sit still for now.
