Spain, Portugal, Belgium, Holland, etc. had no surplus laboring population, so used the natives of Peru, Mexico and other territories they controlled as sources of cheap labor. Meanwhile, in the Carribbean and Brazil, the natives were exterminated and/or difficult to enslave to the point labor had to be imported. Importing labor from Europe was problematic due to high wages, so they turned to Africa. England, on the other hand, had an abundance of poor people ready to export and didn't turn to Africa until the 1670's. England was the ONLY European nation that used other Europeans for basic plantation workers (i.e. slaves/indentured servants). The plight of the English poor is exemplified in the novel, Oliver Twist. However, anyone with any degree of European ancestry was summarily excluded from social stratification and subject to English common-law. To get around this, European elites enacted a series of laws to ensure that labor was reduced to long-term, unpaid bond servitude. The result of these laws was Bacon's Rebellion in 1676 where European and African bond-servants and slaves joined forces. This set a dangerous precedent and European elites needed to ensure that this type of labor solidarity would not happen again, so, gave European descendants ruling class privileges (land ownership, voting rights, etc.), while denying these same privileges to anyone without European ancestry.
These are now known as 'White-skin privileges'.
With these privileges in-place, the European elites now had to look elsewhere for cheap labor, therefore, Africans became the de facto labor-class.
This is how/why 'White Supremacy' and the 'White Race' were invented.
