Don't know if it was the case here but outside of Japan and maybe Korea these Asian countries don't have the same safety standards America and Europe do. There's a lot of corner cutting in the construction so shyt like this happens all the time in China. There was the famous story years back where a woman was engulfed whole by the escalator:

Had to have been a gap like hole that the left leg fell in and kept moving forward until its movement was obstructed.
Like you said...A toe or partial foot yes...but an entire leg up to the mid femur is crazy.
