So that sounds more like gerrymandering......in the past 3 presidential elections, hillsborough county, florida (tampa) went obama (+7.15%), obama (6.8%), clinton (6.8%) and yet in the florida house of reps hillsborough county has 6 republicans and 2 democrats.
the votes aren't there because these people are representing those who vote in the elections that they're running in and those voters don't share your views. if you feel voting is pointless and makes no difference then do you, but don't complain about what happens to your community or the country because what's the point of complaining about hopeless things right? just grin and bear it.

this low turnout for local elections isn't a new thing or a one time thing, it's every cycle and the same kind of people turn out to vote.
yes it's harder once you allow the damage to be done. but governor races are still decided by popular vote and as we've seen in PA, a governor doesn't have to blindly go along with the state legislature's map. so while it might be damn near impossible for the democrats to have seats in the florida legislature reflecting the overall voter demographics, there are things you can do. strong turnout in the 2018 gubernatorial election and electing a democrat can force the republicans to compromise a little on the 2020 census map.You only need to win one election: the one in which the year ends with a 0.
I don't doubt low turnout influenced these results. I just think the reality is that high voter turnout isn't a solution if everyone is thrown into 1 or 2 districts.
