Pass Interference 15 Yard Penalty

Pass interference is a judgement call and making it a spot foul gives you 4 outcomes as a QB:

Completion (at the spot)
Pass Interference (at the spot)
Incomplete (loss of down)
Interception (Loss of possession)

So two of those are the exact same outcome, one is neutral and only one is negative. So dudes like jump ball Joe and Matthew Stafford can heave it down field 4-6 times a game and have only a 25% chance of a negative outcome.

Thats a problem to me.

An incomplete pass, loss of down is a negative outcome.

Just because there are four possible outcomes, doesn't mean they're all equally likely.

Maybe they can make it a conditional type of foul like they have for defensive face mask...


I think a decent idea could be any offense under 15 yards is a 15 yard penalty, any offense between 15 and 30 yards is a 30 yard penalty, and anything over 30 yards become a spot foul.


I was thinking this too. Incidental contact under 15 yds from the los, spot foul automatic 1st. Anything over 15 yds from los holding blatant jersey pull or tackling=spot foul. Hand fighting, hand on the back or iffy jersey tug past 15 yds of the los is 15 yds
