Pass interference is a judgement call and making it a spot foul gives you 4 outcomes as a QB:
Completion (at the spot)
Pass Interference (at the spot)
Incomplete (loss of down)
Interception (Loss of possession)
So two of those are the exact same outcome, one is neutral and only one is negative. So dudes like jump ball Joe and Matthew Stafford can heave it down field 4-6 times a game and have only a 25% chance of a negative outcome.
Thats a problem to me.
An incomplete pass, loss of down is a negative outcome.
Just because there are four possible outcomes, doesn't mean they're all equally likely.
